The Kano State House of Assembly has taken a decisive step in reshaping the state’s traditional governance by passing a bill that dissolves all five emirate councils.
This landmark decision followed extensive deliberations during a plenary session held on Thursday.
The Kano State Emirate Council Amendment Bill, which successfully scaled its second and third readings, was the catalyst for this significant change.
Revival of Kano’s Lost Glory
Deputy Speaker, Alhaji Muhammad Bello Butu Butu, articulated the reasons behind the dissolution, emphasizing the importance of restoring Kano’s historical prestige.
“The division of Kano Emirate into five reduced the capacity and dignity of the state at the national level,” Butu Butu explained.
He underscored that repealing the law that fragmented the Kano Emirate would help “revive the lost glory of Kano.”
Cultural Restoration
Majority Leader, Alhaji Lawan Hussaini Dala, echoed these sentiments, highlighting the cultural implications of the previous division.
“The emirate council served as a custodian of our culture, which was distorted by the creation of additional emirates,” Dala said.
He elaborated that the amendment aims to restore the traditional prestige and unity of the Kano Emirate.
Transitional Governance
In a briefing with journalists, Dala explained that the amendment effectively abolishes all five emirate councils.
“The commissioner for local governments will serve as the overseer,” he noted, detailing the transitional governance structure that will be implemented.
New Second-Class Emirate Council
In addition to dissolving the existing emirates, the House adopted a motion to create a new second-class emirate council in the state.
This move signals a restructuring of the traditional institutions to better align with Kano’s cultural and administrative objectives.
Legislative Impact
This legislative action marks a significant shift in the governance and cultural landscape of Kano State.
By dissolving the five emirate councils, the Assembly aims to restore the historical and cultural integrity of the region’s traditional institutions.
The passage of the Kano State Emirate Council Amendment Bill represents a concerted effort to realign Kano’s traditional governance with its rich cultural heritage.
As the state transitions to this new structure, the focus remains on preserving the dignity and unity of the Kano Emirate.
